<br />Chatfield Reallocation FRlEIS Study Meeting <br />Tetra Tech Conference Room, Lakewood, Colorado <br />Thursday, March 13, 2008: 9:00 am - 12:00 pm <br /> <br />1) Introductions and Welcome <br />. Tom Browning (CWCB) sent an email to the Cooperators this morning <br />announcing that the state legislature subcommittee voted 13-0 in favor of <br />Chatfield projects and approved another two million dollars in seed money <br />for future projects. The agreement still has to go out for a vote in the <br />general assembly. <br />. Tom B. also said that they had a successful trip to Washington DC <br />recently. They made major headway on the negotiations to lower the cost <br />of storage in Chatfield. Rick McLoud (Centennial WSD) added that the <br />COE representative who is helping with the negotiations suggested that <br />he travel out to Denver and assist the group in focusing on the hydrologic <br />background information and try to develop a refined proposal on the cost <br />of storage. Rick feels that his continued interest will be a big factor in <br />making the reallocation successful. <br />. Eric Laux (CO E) added that this person will help on policy development <br />and the cost of reallocation. His salary for the project would be around <br />$12,000 but Eric feels that the cost would be worth it. Tom B. agrees that <br />they should keep him on the project. <br /> <br />2) Project Schedule <br />. Eric informed the group that the Cooperators' comments from Chapters 1 <br />and 2 have been consolidated and turned in. Rick added that the <br />Cooperators are circulating a draft of the comments for Chapter 3 and <br />they will give them to the COE next Tuesday. The Water Quality <br />Appendix comments are in progress and will take more time. Eric said <br />that the COE will still take comments from Cooperators for Chapters 1 and <br />2 if they get them by the middle of next week. <br />. Tom B. said that in the Department of Natural Resources meeting on <br />Monday it was decided to leave the door open for comments on all <br />chapters. They would like to have the ability to comment when the entire <br />preliminary package (all chapters) is ready for internal review. <br />. Dave Giger (Colorado State Parks) added that his agency needs Colorado <br />Division of Wildlife to look over their comments and give approval before <br />they can be turned into the COE. Dave wanted to know when Chapters 4 <br />and 5 will be available for review since they will have to coordinate <br />comments and cannot turn in earlier Chapters without comments on <br />Chapters 4 and 5. <br />. Mid-April is Eric's goal for a package with comments on all Chapters. If <br />everyone can stay on this timeline the Alternative Formulation Briefing <br />(AFB) will take place in May. He would like to work through the issues as <br />quickly as possible. If there is going to be adaptive management the <br />group needs to start thinking of these issues now. <br /> <br />Tetra Tech <br />
