Since the Colorado River <br />Basin meetings are going to be in Glenwood Springs and Grand Junction, it is unlikely <br />that many peopJe from either Summit or Grand County wiU be ab'e to attend. I would <br />hope that that fact will encourage the appointment of Summit and Grand County <br />members to the Basin Roundtable. <br /> <br />I am enclosing for your information a recent draft of the Executive Summary of <br />the Upper Colorado River Study that underlines the critical shortages that this area <br />faces that could adequately be addressed by storage. Additionally, upstream storage <br />is best because it can serve the entire basin. <br /> <br />Even at that, the UPCO study doesn't address a huge shortage of flows that are <br />necessary to protect the environment and water quaHty nor address the millions of <br />dollars spent by entities in the Upper Cororado River to treat water because of lack of <br />difution flows. <br /> <br />Other items that point out the critical problem in the Upper Colorado include: <br /> <br />1. Almost every water application involvjng uses or changes in Summjt <br />County is opposed by the Colorado Water Conservation Board because <br />of existing shortages. Tributary storage is a solution to these numerous <br />problems. <br /> <br />2. The Colorado Water Conservation Board has filed a Statement of <br />Opposition to Mjddle Park's attempt to substitute Wolford Mountain water <br />for Windy' Gap water. which is one of the onJy ways to get water to other <br />users. <br />
