The Fraser Valley in 2002 faced critical shortages that could only be <br />addressed by trading AMAX water for increased Denver bypasses. which <br />can no longer be done, since Aurora has that water, at least temporarily. <br />Denver indicated that another year of drought and they would completely <br />eliminate their bypass flows, which would decimate the fish and aquatic <br />environment as well as municipal and the small irrigation uses. Since <br />Denver has purchased most of the senior agricultural water rights, there is <br />very little flow h, the Fraser Valley that is not controlled by Denver. <br /> <br />4.
