Lile, P.E.
Director, CWCS

Dear Mark:

I received your letter dated July 19, 1996 regarding the Wolf Creek Ranchettes Subdivision. After
reviewing the map that you sent with the letter, it is difficult to tell if the developer's loo-year floodplain
delineation is reasonable or not. Since the map does not include any contour or elevation information, I
am proposing that you regulate the development based on an approximate loo-year streamflow depth.
Based on engineering estimates performed in our office, I would suggest that the first floor elevations of
the homes in that subdivision be constructed at an elevation that is at least eight (8) feet above the level
of the adjacent stream bed. In addition, basements should not be constructed in these homes. Fill
material may by required in order to elevate the homes to or above the recommended level.

Since you also expressed interest in obtaining floodplain mapping for the County, I would suggest that
you send a letter to Larry Lang, Chief of the Flood Control and Floodplain Management Section, and
request that CWCB staff assist your county in developing approximate floodplain mapping. Since
Mineral County is participating in the National Flood Insurance Program, and there is no floodplain
mapping available for you to use as a regulatory tool, approximate floodplain mapping could be prepared
in order to help you regulate development along the County's major stream courses.

If you would like to speak with someone regarding floodplain regulations, or if the County is interested
in adopting revised regulations, please contact Mark Matulik of our office. If you need additional
assistance or if you have questions about this letter, please feel free to call me at (303) 866-3441.

Sincerely,

~ ,/'"/
~/"'. /'
. ---</ /
,/~./ ,-~ ,,/ .'
/,,/""'" &/ " ~;::>./

// Thomas W.
