LILE <br />DIRECTOR <br /> <br />DATE: <br /> <br />May 1, 1996 <br /> <br />TO: <br /> <br />Larry <br /> <br />FROM: <br /> <br />Tom <br /> <br />RE: <br /> <br />Kit Carson Floodplain Designation <br /> <br />I spoke with the Kit Carson Town Clerk, Jane Borns, today regarding the designation of <br />I <br />the Town's floodplain information. The key points of the conversation are as f911ows: <br /> <br />SUMMARY OF CONVERSATION <br /> <br />1. Jane was upset that the Floodplain Resolution was sent to the town without a <br />transmittal letter and without the accompanying Floodplain Information Report. I <br />apologized to her about that, and explained that the normal process is to s~nd a letter <br />of explanation, the resolution, and the report. I told her that the reso~ution was <br />accidentally sent out by our secretary without having the appropriate iMormation <br />attached. <br /> <br />2. Jane said that she had phoned the CWCB more than once to discuss her con:cerns after <br />she received the resolution in the mail. Her phone calls were unreturned. <br /> <br />3. Jane has not called the Governor's office, and I don't think she intends to. ' <br /> <br />, <br /> <br />4. Jane had some concerns about some of the language in the Floodplain Resolution. <br />She was under the impression, form reading that language, that the Tow~ would be <br />responsible for "regulating the stormwater or flood runoff channels" by hav:ing to hire <br />I <br />an engineer to do detailed engineering analyses for regulating future devel:Opment. I <br />explained to Jane that the Town would not have to hire an engineer to do: a detailed <br />floodplain analysis. I briefly explained to her the issues related to :floodplain <br />I <br />development, and gave her the example that a developer would have to hire an <br />engineer if he wanted to build a subdivision. <br /> <br />5. I explained that the CWCB could rescind the Floodplain Resolution if Kit:Carson so <br />desired. I also told her that our staff was very willing to work with the To~n on this <br />matter in order to clear up any misunderstandings. <br />
