RE: Fish Hatchery Rehabilitation
Small Project Loan Approval

Dear Mr, Niblack,

I am pleased to inform you that the Colorado Water Conservation Board (CWCB) approved your
Small Project Loan request on March 21, 2002, The loan is for rehabilitation work at the Four
Seasons Trout Farm Fish Hatchery,

The Board approved a Small Project Loan from the Construction Fund in a maximum amount of
$85,500, The loan terms are 2,25% for 10 years, The Board also approved a grant in amount of
$1,435 to pay for half the cost of the engineering necessary to complete the feasibility study, I have
attached a copy of the updated Board memo concerning the Four Seasons Trout Farm, Please
refer to page 5 of that memo and to the section "Action taken by the CWCB March 21, 2002."

When the Board approved this Small Project Loan it attached several conditions:

1, Approval of vour loan is continqent upon passaqe of the Construction Fund Bill (HB 02-
1152), to allow the CWCB to authorize loans for fish hatchery rehabilitation projects without
legislative approval. The Bill shouid be signed and its conditions in effect by July 1,2002,

2, A Feasibility Studv is required, John Van Sciver has drafted the study titled "Feasibility of
Rehabilitation of the Four Seasons Trout Farm Fish Hatchery," The final report will meet the
requirements of the CWCB Construction Fund Guidelines for feasibility studies,
