<br />Memo <br /> <br />To: Governor Bill Ritter’s Natural Resources Transition Team <br /> <br />From: Eric Hecox <br /> <br />Re: IBCC Governor Appointm ent s and the Director of Compact <br />Negotiations <br /> <br />Date: November 27, 2006 <br />______________________________________________________________________ <br /> <br />The passage of HB 05 - 1177 established the Interbasin Compact Process creating nine <br />basin roundtables and the statewide Interbasin Compact Committee (IBCC). The <br />roundtables and the IBCC provide a permanent forum for broad - based water <br />discussions. The Int erbasin Compact Process’s accomplishments and continuing issues <br />are outlined in the Department of Natural Resources Transition Book and the relevant <br />section is attached to this memo. <br /> <br />The purpose of this memo is to discuss the status of the Governor’s appo intments to the <br />Interbasin Compact Committee (IBCC) and the Director of Compact Negotiations <br />(Director). Should additional questions arise, please feel free to contact me. <br /> <br />Director of Compact Negotiations <br />HB 05 - 1177 asked the Governor to appoint a Direct or of Compact Negotiations “who <br />1 <br />shall act as the overseer and caretaker of the compact negotiations process.” The <br />Director has the responsibility to provide support and assistance in the formation of <br />basin roundtables, oversee and direct the expenditure of moneys appropriated for the <br />2 <br />process, and serve as chairperson of the IBCC. <br /> <br />Governor Owens appointed Russell George as the Director of Compact Negotiations. <br />Since June of 2005 Mr. George has been serving in two capacities; one as the <br />Executive Direc tor of the Department of Natural Resources and two as the Director of <br />Compact Negotiations. Governor Ritter may or may not want the same individ ual <br />serving in both capacities. In anticipation, HB 06 - 1400 created the Office of the <br />Director of Compact Nego tiations within the Office of Governor opening the <br />possibility of appointing a Director of Compact Negotiations separate from the <br />3 <br />Executive Director of the Department of Natural Resources.
