<br /> <br />HB 05 - 1177 and HB 06 - 1400 are silent on the Director’s term of service. We have <br />interpreted this silence to mean the Director serves at the pleasure of the Governor. <br />Governor Ritter has the opportunity to appoin t the same individual as both the Director <br />of Compact Negotiations and the Executive Director of DNR or to appoint different <br />individuals to each position. Should the Governor decide to have a full time Director <br />of Compact Negotiations , additional appropri ations and 0.5 FTE will need to be <br />approved by the General Assembly for Fiscal Year 2007 and beyond. <br /> <br />Governor’s Appointments to the IBCC <br />HB 05 - 1177 created a twenty - seven member Interbasin Compact Committee to <br />5 <br />“facilitate the process of Interbasin compact negotiations.” The IBCC consists of: <br />? <br /> Two representative from each basin roundtable (18 basin representatives); <br />? <br /> One member appointed by the Chairperson of House Agriculture, Livestock, <br />and Natural Resources Committee; <br />? <br /> One member appointed by the Chairper son of the Senate Agriculture, Natural <br />Resources, and Energy Committee; <br />? <br /> Six at - large members appointed by the Governor; and <br />? <br /> The Director of Compact Negotiations. <br /> <br />The Governor’s six appointment are to “come from geographically divers parts of the <br />state and shall include individuals with expertise in environmental, recreational, local <br />governmental, industrial, and agricultural matters” and “no more than three of the <br />6 <br />Governor’s appointees shall be affiliated with the same political party.” The current <br />Gover nor’s appointments to the IBCC are: <br />? <br /> Eric Kuhn; <br />? <br /> Rita Crumpton; <br />? <br /> Melinda Kassen; <br />? <br /> T.
