Water Availability Study of Colorado River and Tributaries
(Pursuant to SB 07-122)

Draft, Preliminary Scope of Work

INTRODUCTION

Senate Bill 07-122 directs the Colorado Water ConselTation Board (Board) to evaluate
water m'ailability in the Colorado River and its tributaries. SB 07-122 provides up to
$500,000 for the conduct of the study with no set deadline for completion. The language
in the statute also indicates that:
. The Board shall work in full consultation with, and the active involvement of. the
basin roundtables
. The Study shall consider current and potential future in-basin consumptive and
non-consumptive needs
. The Board, in consultation with the basin roundtables, shall recommend whether
additional study or phases of study should be undertaken.

To facilitate the preparation of this initial. draft scope of work for the study, Board staff
met with the Interbasin Basin Compact Committee (IECC), consisting principally of
basin roundtable representatives, on May 9th and June 19th, 2007. It is elwisioned that
tllis draft scope would be fmiher refined through
review/comment of the IECC prior to being
presented to the basin roundtables for
input/comments. Written input and comments on
tllis draft scope should be directed to Rick Brown at
Rick.Brown@state.co.us or Dan McAuliffe at
Dan.McAuliffe(mstate. co. us.

Introduction. .
Study Purpose/Goals/Organization..
General Guidelines tl)f Study..
Technical Approach..
Schedule.
Budget

1
1
2
3
8
8

STUDY PURPOSE/GOALS/ORGANIZATIONAL STRUCTURE

The IECC felt that it was important to have an agreed upon set of study goals. The IECC
also believed that the study should be done in phasesl: ~,-,-i~l~ ~l~ f~r~U2~'!S~ _o[!~~ ~t~~~ _ _ _ _ _ _-
focused primarily on water supply. It is understood that the initial phase of this study
will be conducted in parallel to other
currently performed studies such as
the 1) water needs assessments being
performed by the basin roundtables,
2) the Consumptive Water Needs
Group, and 3) the Non-Consumptive
Water Needs Group. It is expected,
as shown on Figure I, that the
results of the Phase 1 Water

Figure 1
Phase I \/Vater Availability/Initial Needs Assessments Relationship

Phase 1 " Colorado River Water Availability Study

Water Needs
Non ConsumptiYe

Use and I

Colorado Riwr Water A\'ailability Study Scope

June 25, 2007 Draft

Comment: I suggest shmving the
anticipated phases.
