PelllY <br /> <br />Would the clerk read House Bill 1177. <br /> <br />House Bill 1177 by Representative Penry also Senator Iscar <br />concerning negotiation ofInterbasin Compacts regarding the <br />equitable division of state waters. <br /> <br />Okay. Representative Penry <br /> <br />Thank you Mr. Chair. I move House Bill 1177 the Committee <br />reports from the Committee on Agriculture, Natural Resources and <br />Livestock and the Committee on Appropriations. <br /> <br />To the Appropriations Committee Report. <br /> <br />Thank you Mr. Chairman. The Appropriations Committee simply <br />added an appropriation clause to the bill, which stipulates that the <br />funding from this bill will come from the Colorado Water <br />Conservation Board's severance tax operational account. Move the <br />Committee Report and ask for aYes vote. <br /> <br />Any fi.lrther discussion to the Committee Report? Seeing none, all <br />of those in favor of the Committee Report say Aye. <br /> <br />Aye <br /> <br />Those opposed No. Committee Report passes. Committee on <br />Appropriations passes to the Committee Report of Agriculture. <br />Representative Penry. <br /> <br />The Committee on Agriculture undertook a very extensive process, <br />negotiation process to fine-tune many of the concepts in the <br />original bill. In the Agriculture Committee, we added language <br />making it clear that nothing in this bill aggregates or otherwise <br />affects valid existing water rights or the agreements, contracts and <br />MOUs that codify 'em. <br /> <br />We added provisions that made it clear that the local basin <br />roundtables, which we'll discuss in a minute, we created very clear <br />constituencies and made a clear statement about who would serve <br />on these committees to ensure the broad range of stakeholders with <br />a stake in our water fi.lture, that they would have a seat at the table. <br /> <br />We included provisions making sure the water providers, <br />agricultural interests, environmentalists, recreationalists and local <br />government officials would have a seat at the table during these <br />processes. <br /> <br />www.escriptionist.com <br /> <br />Page 1 of 13 <br />
