<br />ARKANSAS RIVER WATER PRESERVATION P~CIPLES <br /> <br />FREAMBLE <br /> <br />In order to safeguarrl and presei-ve for present an4 future generations the \\'Uef available for <br />diversion and use wi~ the AIkan.s1lS River Basin, including therein all cities. towns. counties, <br />and communities of interest within the Ark.ansas River dnUnage, and in order to impose <br />appropria!~ conditions and limitations on the transfer of water and water rights from the <br />kkansas River B~ the undersigned lawful representatives of ~ Pueblo City Council. the <br />Colorado Springs City Council. the Board of W~ Works of Pueblo. Colorado, the Board of <br />Directors of the Lower Arkansas Valley Water ConServancy Distri~ the Board of Directors of <br />the Upper Ark.ansas Water Conservancy District, end the Board ofDirecto~ oftbe SQutheas~m <br />Colorndo Water Cooservaucy District hereby agree coIle..'1ivc1y to adopt and pursue the <br />follo~;ng goals in a cooperative mantler. <br /> <br />GOALSANDPRlN~LES <br /> <br />1. Support reasonable efforts to maintain and improve the economy of the entire Arkans~ <br />Rivet Basin from its headwaters to the State. line with the undersumding that protecting <br />the quantity and m.aintaining 8 reasonable quality of the wa~ in the Arkansas River ~ <br />available to water users for existing and :future deereed beneficial U&es is absolutely vital <br />to that objective. <br /> <br />2.
