Consider water quality in all discussions, ne~otill.tions. agreements~ and legislation related <br />to the foregoing goals. <br /> <br />9. All of the foregcins: 80als shall be pursued in ~CQrdance with the doct.rin~ of pJior <br />appropriation, federal law, local l'lw, and the laws and regul.atlons of the State of <br />Colorado, while acknowledging the rights and obligations of certain of the parties under <br />existing agreements, the right to continue uti~g cxi~g decreecl water storage rights <br />and exchanges in order of priority. and the right of'the parties to compromise such rights <br />or interests 3r.ld amend existing agreements. <br /> <br />The parties acknowledge that each is a gove.rnm.ea.tal entity with ~iffcrlng legal authority <br />that,..in some circumstances, may constrain a party~s actions in pursuit of the stared goals.
