<br />South Platte Basin Roundtable Meeting: Tuesday, June 13,2006 <br />Southwest Weld County Administrative Bldg <br />Longmont, Colorado <br /> <br />Chair Bill Jerke calls meeting to order at 4:10 pm <br />--DNR provides hard copy of minutes, agenda, By-Laws, memos re: SB 179, etc. <br />--Update of membership list; name tags, etc. <br /> <br />I. IBCC report <br />--Mike Shimmin: May 22 meeting: agreed on set of By-Laws for operating <br />procedures; hard copy available at meeting; Implementation of SB 179: <br />designates $10 million/year for next 4 years for projects approved by <br />Roundtable Process; criteria for awarding this money discussed; CWCB will <br />approve; more discussion to ensue at June 30 meeting to discern exactly what <br />Senator Isgar his understanding was that the intent was to help smaller <br />entities; not sure if this will be a controlling focal point; <br />--Eric Wilkenson: Reminds us that DNR sent an email to roundtable members <br />on June 12; hardcopy of these (letters from Russ George, Rick Brown, Eric <br />Hecox) available at meeting; <br />--Hope John Redorford, Chair of CWCB, is that IBCC will appoint a <br />committee to work together with CWCB to identify a clear set of criteria; idea <br />is to go to Roundtables to get feedback as to what they would like to see in the <br />criteria; DNR has put together a set of focus questions for Roundtable; see <br />memo to come: what role will this play in water activities; how should this <br />money be used; needs assessment; Senate Bill provided some activities for <br />criteria; are these sufficient; eligibility of any particular activity; Senator Isgar <br />(Sponsor) articulates that his vision was that this money could be used by <br />smaller entities; discussion ensued about whether or not this money could be <br />used for a needs assessment; other roundtables are discussing how we feel <br />whether SW ASI was good enough or do we feel a need to redo this <br />assessment; SW ASI Phase II tackling part of this; other questions: <br />prioritization: how does this money get spent: seems like a lot of money, but <br />not a lot when talking about prioritize; do we use this for multi-purpose <br />projects? Do we favor loans over grants? Is this a loan program or a grant <br />program? <br />--Eric Hecox: Legislation wanted to make sure flexibility is in the Act for <br />both; <br />--Wilkenson: Does a basin's need assessment need to be completed before <br />money can be allocated? If so, then needs assessment must be focused upon. <br />Must have focus questions for Roundtables; <br />June 30 IBCC meeting; Mike and Eric would like feedback on the memo; <br />development of the criteria will be iterative process where members will <br />develop it, go to IBCC and CWCB then back to roundtables before adopted; <br />thus plenty of opportunity for feedback; <br />
