<br />In packet, will see a memo from IBCC to encourage CWCB other CWCB <br />grants could be vehicles for administration of some of this money; thus these <br />all ready existing grants via CWCB could use helpful. <br /> <br />II. Legislative Report <br />--RalfTopper: Technical Liaison: SB 193 sponsor Concerning the <br />Development of Underground Water Storage and in Conjunction therewith <br />Authorizes the CWCB to conduct a study of underground water storage sites <br />in the SP basin and AK basin; study published in 2004 lists several places <br />where these sites could be feasible: takes into consideration cost, benefit, <br />demand, supply, infrastmcture; this report needs to be ready by March 1, <br />2007. <br />Ralph asks of Roundtable assistance in focusing on these studies; <br />Ralph willing to present brief report to Roundtable; <br />--Bill Jerke: Wants to focus on sites; <br />--Eric Hecox: Small group of people with particular knowledge in the area of <br />artificial recharge that would be willing to work between meetings; getting to <br />point with the Roundtables that there is so much to be done, need to begin to <br />start to form subcommittees; this is perfect focus group: then in monthly <br />meeting, feedback from small group; <br />--Mike Shimmin: Concern with terminology of "underground storage": <br />difference between underground storage and recharge in tributary aquifers; <br />raises this as a flag so that as Ralph goes forward with his assignment, needs <br />to be very cognizant: In a tributary aquifer, only can achieve underground <br />storage with gravel lined pit: physical capture, <br />--Harold Evans: make sure that we are working with SW ASI because they <br />have done a large amount of work in this area; will find that this is viable only <br />in a closed ground water; <br />--Bill Jerke: Ralph will give a brief presentation then we can form a <br />subcommittee; on next agenda <br /> <br />--Steve Simms: Legislative update <br />1124: Rotational Crop Management: aka fallowing: signed by governor <br />Water quality bill that would give Water Court judges authority to decide on <br />water quality died on 3rd reading in Senate; fairly certain that will come back <br />next year; <br />--Eric Hecox: SB 179: Water supply reserve account; main activity is to <br />develop criteria guidelines; soon will be ready for roundtables; <br />HB 1400: approved charter ofIBCC; major hurdle for this process to <br />continue; appropriations attached: 1.2 million in program funding to mn <br />process next year to help roundtables with needs assessment, to use what <br />SW ASI has to offer and to move forward; both have been signed into law <br />--Mike Shimmin: In state engineers budget: changes: legislature agreed to <br />fund (2.7million) to reduce well permit fees to $100 on July 1; state engineer <br />awarded 13-14 new FDEs in his budget for enforcement of wells; next fiscal <br />
