IBCC Colorado River Basin
Minutes of Meeting on May 22, 2006

1. Approve Minutes from April 24, 2006 Meeting. Minutes were unanimously approved.

2. Future meetings will be held at 2:00 pm. The next meeting will be June 26, 2006 at the
G1enwood Recreation Center.

3. Report on Montrose meeting between the four Western Slope roundtables:

Stan Cazier, Colorado Roundtable (CRT) IBCC representative: About 40% of the CRT
members attended. At the Montrose meeting, someone said, "Just give Denver more
water-they need more development." This comment indicates lack of awareness of how
much has come out of the Colorado River Basin already. We need everyone on the
W estern Slope to be on the same page. "Other Basins misunderstand what is happening in
the Colorado River Basin-upper to lower end."

4. Dave Merritt asked if additional quarterly meetings were a good idea:

Lurline Curran (Grand County): Yes, you get more accomplished in face to face meetings.

Louis Meyer: Yes. The participation in Montrose (107 attendees) was impressive.

John Redifer: Yes. This is supposed to be a statewide effort.

Kathleen Curry: She was disappointed that she was the only legislator there. She believes
that the Lower South Platte, Lower Arkansas, San Juan and Colorado Basins would
make a strong coalition. Growth is driving a lot of the legislature's decisions.

Art Bowles: There needs to be a lot more education within the basin RTs. At some point, all
nine R Ts need to get together and share their information.

Bill Trampe: (Gunnison Basin Roundtable Member, IBCC representative and Board
President-Colorado River Water Conservation District) How to divvy up the unused
allocation in the Colorado River Compact (CRC)-this is a statewide issue-if we don't deal
with this on the Western Slope, the Front Range will decide this instead.

Scott BaIcomb, a G1enwood Springs attorney and Colorado representative on the Upper
Colorado Commission, spoke on the Colorado River Compact at the Montrose meeting.

Mark Pifher, (City of Aurora): The meeting in Montrose was very worthwhile. The Eastern
Slope has interests in the Colorado River Basin that must be addressed. We need to address
how to deal with a Colorado River Compact call if it arises.

5. Chuck Ogi1by raised the point that closed door deals are being made: We don't all have a
voice if deals are made behind closed doors. We do not own the water rights and deals are
being made without us. Is this fair? Is it fair that the parties sitting at the table should be the

L\CWCB Imaging\Caleb\Minutes\Colorado\2006\Colorado May 2006 minutes.doc

1
