There are four deals being cut right now: <br /> <br />1) Shoshone Power Plant - Denver and Public Service Company <br />2) Wolcott <br />3) Firming for Moffatt Collection System (may be public) <br />4) Windy Gap Firming Project (may be public) <br /> <br />Bill Bates, City of Denver: Regarding Shoshone, he would be happy to explain the <br />arrangement between Denver and Excel Energy Co. (formerly Public Service Company of <br />Colorado). The Shoshone agreement was driven by the Denver Franchise Agreement <br />scheduled to go to vote of the people in November, this drove that. The agreement is similar <br />to the 2003 agreement, which provided no calls could be made on the Colorado River at <br />Shoshone from March to May. <br /> <br />Don Carlson with Northern Colorado Water Conservancy District (a/k/a Northern): The Mid <br />Park Conservation District is a party to the process. When a draft EIS is drafted in a few <br />more months, the public process will be emphasized. <br /> <br />Chuck Ogi1by: (2002 Referendum A) The people spoke by voting down that initiative, but <br />they are left out as these closed door agreements are being made. These are big state issues. <br />There should be statewide votes. We need to open this up. <br /> <br />Louis Meyer: The first step in any collaboration is building trust. Closed door deals break <br />down the trust and deplete the collaboration process. <br /> <br />6. Dave Merritt: The Bureau of Reclamation has a proposal to turn the Eastern and Western <br />Slope components of the Colorado Big Thompson Project (CBT) over to Northern. The <br />Western Slope interest in this are releases from Green Mountain Reservoir. <br /> <br />Malcolm Wilson, U.S. Bureau of Reclamation, Loveland, CO: Over time the Colorado Big <br />Thompson components have been transferred to Northern. The operations and maintenance <br />at Granby Reservoir were transferred to Northern in 1987. We need to address how to take <br />care of costs and staffing, and what is actually being transferred. <br /> <br />Lurline Curran: This proposal could have big impacts regardless of whether it is just the <br />electric power portion. This is a good time for oversight of the Colorado Big Thompson to <br />be shifted from the Eastern Slope to the Western Slope branch of the Bureau of Reclamation. <br />The CRT should look at the proposal and take a stance on the issues that affect its <br />operation and maintenance. <br /> <br />Don Carlson: This is a transfer of operation and maintenance from the remaining part of the <br />Colorado Big Thompson project. Any inherent governmental role that the Bureau of <br />Reclamation plays they should continue to play. Release of water from Green Mountain will <br />continue to be a Bureau of Reclamation decision.
