<br /> Adopted by the IBCC Members on June 30, 2006 <br /> <br /> <br /> <br />ST <br />T C W 21 C <br />HE OLORADO ATER FOR THE ENTURY <br />I C C <br />NTERBASIN OMPACT OMMITTEE <br /> <br />B - L <br />Y AWS <br /> <br />Article I <br />Name and Purpose <br /> <br /> <br />1.1 The name of the committee is the Interbasin Compact Committee (IBCC) , a statewide com mittee <br />st <br />established by the Colorado legislature in the Colorado Water for the 21 Century Act, 2005 (the Act) . <br /> <br /> <br />1.2 The purpose of the committee is to facilitate the process of negotiations between basin roundtables as set <br />forth in the Act and subject to princ iples established in section 37 - 75 - 102 of the Colorado Revised <br />Statutes . <br /> <br />Article II <br />Roles and Reporting of the Committee <br /> <br /> <br />2.1 Roles of the Committee. The Committee will perform the roles outlined in Article IV of the IBCC <br />Charter . <br /> <br /> <br />2.2 Annual Reporting to the Legislature. Commencing in 2006, the IBCC shall submit an annual report to <br />the House of R epresentatives C ommittee on A griculture, L ivestock, and N atural R esources and the <br />st <br />S enate C ommittee on A griculture, N atural R esources and E nergy by October 31 concer ning the status <br />of compact negotiations and other activities as deemed appropriate by the IBCC. <br /> <br /> <br />Article III <br />Definitions <br /> <br />st <br /> <br />3.1 Act. The Colorado Water for the 21 Century Act passed during the 2005 Legislative Session <br />“Concerning the Negotiation of Inter - bas in Compacts Regarding the Equitable Division of the State’s <br />Waters.” Also know n as House Bill 05 - 1177, now codified as Sections 37 - 75 - 101, et seq. , Colorado <br />Revised Statutes (2005). <br /> <br /> <br />3.2 Adaptive Management. Future management actions can be adjusted based on feedback from <br />implementation of current management actions. <br /> <br /> <br />3.3 Basin Roun d table(s). One or more of the nine permanent bodies established by the Colorado Water for <br />st <br />the 21 Century Act: South Platte Basin Roundtable; Arkansas Basin Roundtable; Rio Grande Ba sin <br />IBCC adopted bylaws June 30.doc Page 1 of 7 <br />
