Lile, PE. <br />Director, eWeB <br /> <br />Mr. Ronald McLaughlin <br />McLaughlin Water Engineers, Ltd. <br />2420 Alcott St <br />Denver, CO 80211-4813. <br /> <br />Re: Morrison Feasibility Plan Update <br /> <br />Dear Ron: <br /> <br />We have reviewed the Feasibility Plan Update, Raw Water Supply Improvementsfor the <br />Town of Morrison dated December 1996 and have the following comments: <br /> <br />A great deal of information regarding the Town and it's water system has been provided <br />in the November 1994 Feasibility Analysis of Water System Improvements by WRC <br />Engineering and in your July 1996 Master Plan, Water Supply System for the Town of <br />Morrison. The problem we are having at the moment is sorting through the information <br />in these two documents and your recent submittal to arrive at an understanding of how <br />the planning process has proceeded over the last two years as well as trying to make a <br />final determination of feasibility. <br /> <br />In some cases, there appear to be contradictions between the two reports. Should it be <br />necessary for us to go back to our Board at any time in the future, we would be unable to <br />explain those apparent contradictions, some of which formed the basis for the staff <br />recommendation to the Board. <br /> <br />The last time we presented this project to our Board was in November 1994 and that <br />presentation was based on the information provided to us by WRC. ( I do not believe that <br />we received an addendum dated November 1995 by WRC as referred to on page I-I of <br />your Feasibility Plan Update.) Your Water Supply Master Plan is helpful in describing <br />what is being proposed at the present time. <br /> <br />What is missing from our perspective, however, is a single unifying document (the final <br />feasibility report) that: (1) describes the planning process and the evolution of the Town's <br />project from that originally presented to our Board in 1994, (2) defines the critical issues <br />for the Town's raw water supply planning over the next several years, and (3) responds to <br />the major requirements of the CWCB Construction Fund Guidelines which were sent to <br />you in October along with a checklist of feasibility report requirements. <br />
