<br />- <br />.... <br /> <br />Some of the specific concerns we have with the Feasibility Plan Update are: <br /> <br />1. The WRC report noted a number of concerns with respect to the existing <br />diversion structure and the 12-inch pipeline below the diversion structure (such as <br />rockslides and freezing). Are those potential problems no longer of concern? <br /> <br />2. The description and evaluation of alternatives as well as the description of the <br />selected project should be presented as they were in the Water Supply Master <br />Plan. <br /> <br />3. At the bottom of page II-2 the report states: "The Town is committed to <br />having 100% of customers on metered rate billing before December 31, 1999." Is <br />there any documentation of that commitment? <br /> <br />4. The financial section of the report, Section III, is generally adequate for a <br />determination of the financial feasibility of the currently proposed project. It <br />would be useful, however, to include some estimate of the impact of the project <br />on the average household water bill in Morrison as well as the capital cost and <br />annual cost per tap for the project. <br /> <br />5. We were unable to find Table V-B in the Master Plan as referred to on page <br />II-I. <br /> <br />What we would like to suggest is a document that provides the necessary background <br />information to bridge the gaps between the existing reports and responds to the major <br />feasibility issues with either a discussion and analysis or a reference to the location of the <br />required information in existing reports. <br /> <br />Please let me know if you have any questions or if I can be of any help to you and the <br />Town in completing the feasibility work. <br /> <br />Sincerely, <br /> <br />p~ <br /> <br />William E.
