Can "free water" below the Black Canyon be divened by users above Blue <br />Mesa (or anywhere else) by exchange? Mayall "free water" available within <br />the basin as a result of various contract, instream flow, or power releases be so <br />divened? Should such exchanges occur in order of the underlying water rights <br />priorities? <br /> <br />2. Should "free water" below the Black Canyon, resulting from releases for <br />instream flows, be allocated to water rights before the required amount of any <br />additional release for endangered fish is computed? <br /> <br />3. Should available capacity in the Tunnel be used for delivery of augmentation <br />water to non-Uncompahgre Project water users on the Uncompahgre River? <br /> <br />4. Are augmentation releases to be made from reservoirs other than Blue Mesa? <br />Is access to augmentation releases governed by Conservancy District rules <br />regarding use of water outside districts? Does the source of the call determine <br />which augmentation source will be used? Does the location of the augmented <br />right determine which augmentation source will be used? <br /> <br />. <br /> <br />5. <br /> <br />How does a user decide whether he will have access to augmentation water or <br />whether he needs to acquire a marketable-yield contract? <br /> <br />6. What level of detail of reservoir accounting is desired in the planning model? <br />Are accounts of individual users and contractors to be monitored? Are Blue <br />Mesa contracts to be water service contracts or spaceholder contracts? If there <br />are multiple accounts in Blue Mesa (or any other reservoir), how are those <br />accounts filled? Do some accounts get filled before others? What happens to <br />water service contractees when an account is empty? <br /> <br />7. Is the Blue Mesa direct flow power decree to be administered? Will it be <br />considered senior or junior to Blue Mesa storage? If the direct flow decree is <br />operated. how is the amount of its "call" determined? Would it call its full <br />decreed amount all the time? Do upstream users called out by the direct flow <br />decree need replacement suppl ies as in the case of the storage decree? <br /> <br />8. How should we determine whether an upstream (from Blue Mesa) junior gets <br />augmentation water (as against other senior basin water rights) or replacement <br />water (as against Blue Mesa rights)? <br /> <br />9. Do both Taylor Park decrees suppon fishery releases? If so, when is each <br />used for that purpose? What distinguishes "delivery to Blue Mesa" from <br />"fishery release"? When is "out of priority" storage under the relill decree <br />allowed? <br /> <br />. <br />
