OD2~17 .

.

EXECUTIVE DIRECTOR'S MONTHLY REPORT
TO THE
COLORADO RIVER BOARD OF CALIFORNIA

November 13,2001

ADMINISTRATION

Tentative Board Meeting Schedule for Calendar Year 2002

Included in the Board folder is a copy ofthe proposed Board meeting schedule for calendar year
2002. I would like the Board members to review it for possible conflicts and provide me with
comments. I would note that there is an apparent problem with the Colorado River Water Users
Association Annual Conference in December, 2002. The conference is scheduled to begin on a Sunday
and the organizers have tentatively scheduled the Board's meeting to begin at 3:00 p.m. on Sunday,
December 15, 2002.

PROTECTION OF EXISTING RIGHTS

Colorado River Water Report

During September 2001, storage in the major Upper Basin reservoirs decreased by 318,000
acre-feet and storage in the Lower Basin reservoirs decreased by 337,000 acre-feet. Total System active
storage as of the end of September was 46.435 million acre-feet (mat) or 78 percent of capacity, which
is 4.317 maf less than one year ago.

October releases from Hoover, Davis, and Parker Dams averaged 8,390, 10,570 and 8,020 cubic
feet per second (cfs), respectively. Planned releases from those three dams for the month of November
2001 are 10,500, 9,400 and 6,300 cfs, respectively. The November releases represent those needed to
meet downstream water requirements including those caused by reduced operation of Senator Wash
reservoIr.

The final November 6, 200 I the observed unregulated inflow into Lake Powell reported that the
observed April through July 200 I flow into Lake Powell was 4.30 I maf, which is 56 percent of the 30-
year average for the period 1961-1990. The observed unregulated inflow into Lake Powell for the 2000-
2001 water year is 6.955 maf, or 59 percent of the 30-year average.

The Lower Di vision States' estimated consumptive use of Colorado River water for calendar
year 200 I, as estimated by Board staff, totals 8.389 maf and is projected as follows: Arizona, 2.866 maf;
California, 5.215 maf; and Nevada, 0.308 maf. Estimated additional unmeasured return flow credits
of 0.233 mafwould reduce the total amount to 8.156 mar. For calendar year 2001, it is estimated the
Central Arizona Project (CAP) will divert 1.543 maf, of which 0.316 maf is to be credited to the
Arizona Water Bank., and The Metropolitan Water District of Southern California (MWD) will divert
1.248 mar.
