<br />. <br /> <br />. <br /> <br />The preliminary November I estimate of200 I end-of-year California agricultural consumptive <br />use of Colorado River water under the first three priorities and the sixth priority of the 1931 California <br />Seven Party Agreement is 3.909 maf. This estimate is based on the collective use through October 200 I <br />by the Palo Verde Irrigation District (PVID), the Yuma Project Reservation Division (YPRD), the <br />Imperial Irrigation District (110), and the Coachella Valley Water District (CVWD). Figure I, found <br />at the end of this report, depicts the historic projected end-of-year agricultural use for the year. <br /> <br />Colorado River Ooerations <br /> <br />Final 2002 Annual Operating Plan (AOP) <br /> <br />Included in the Board folder is a copy of Reclamation's letter infonning interested parties that <br />copies of the 2002 Annual Operating Plan for Colorado River System Reservoirs (2002 AOP) and the <br />letter to the governors have been transmitted to the Commissioner of Reclamation for processing <br />through the Department of the Interior. Once approved by Secretary Norton, the 2002 AOP will be <br />mailed to the governors of the seven Colorado River Basin states. A copy of the draft letter to the <br />governors is included in the Board folder. The final copy of 2002 AOP can be downloaded from <br />Reclamation's web site at www.lc.usbr.gov/-g4000/rivops.htmL <br /> <br />Scoping Summary Report for the Environmental, (mpact Statement <br />for the Implementation Agreement, Inadvertenrdverrun and Payback Policy, etc. <br /> <br />Included in the Board folder is a copy of Mr. Robert Johnson's memorandum dated October 26, <br />200 I, stating that Reclamation has completed a scoping summary report for the Environrnentallmpact <br />Statement (EIS) for the Secretarial Implementation Agreement, Inadvertent Overrun and Payback <br />Policy, and Related Federal Actions, Lower Colorado River, Arizona, California and Nevada. The <br />report summarizes the major points made in comments from the public during the fonnal scoping <br />process and identifies how Reclamation has revised or further developed alternatives to address <br />concerns and issues brought up during the scoping process. A draft EIS is anticipated to be available <br />for a 60-day public review and comment period in December 200 I. <br /> <br />Proposed Lease of a Present Perfected Right (PPR) Water Entitlement <br /> <br />At its October 10, 2001, meeting, the Board voted, by a majority vote, with Mr. Chris Hayes <br />abstaining, to notify Reclamation that the Board was unable to reach a decision concerning Mr. Sonny <br />Gowan's proposal to lease his PPR #32 water to the County of San Bernardino, but reserved the right <br />to comment on this or other similar actions in the future. A copy of that letter was sent to Mr. Gowan <br />on October 17, 2001, and is included in the Board folder for your reference. <br /> <br />After the October l7tn letter was mailed to Mr. Gowan, I became aware that the land upon which <br />the Moabi Regional Park is situated is owned by the Bureau of Land Management (BLM). San <br />Bernardino County is a concessionaire. This materially changes the factual conditions, and the Board <br />may want to reconsider its prior discussion. <br /> <br />2 <br />
