- ~

.~'"

"'"

.

.

LOWER GUNNISON BASIN UNIT

WINTER WATER REPLACEMENT PROGRAM

PROGRAM CONCEPT

The program entails discontinuing nonirrigation season diversions into
Uncompahgre Project canals currently used as a source 'of stockwater.
Replacement stockwater would instead be provided through existing
domestic distribution systems that would be enlarged and extended
under the salinity control program. The majority of replacement water
deliveries would be provided through distribution systems operated by
Tri-County Water Conservancy District (Tri-County), Chipeta Water
Company (Chipeta), and Menoken Water Company (Menoken). Some minor
deliveries would be accomplished through Montrose, Delta, and Olathe
municipal systems. By eliminating nonirrigation season diversions and
associated seepage losses, an estimated 74,000 tons of salt can be
prevented from entering the Colorado River each year.

CONTRACT STATUS

An O&M contract has been negotiated with the Association and approved
by its membership in February 1987. The contract provides for
termination of nonirrigation season diversions in exchange for
construction of the replacement water distribution facilities and
compensation for incremental operation and maintenance costs.

O&M contracts have also been negotiated with Tri-County, Menoken, and
Chipeta and have been approved by the management of these water supply
entities. Under the contracts, the water suppliers agree to provide
replacement stockwater deliveries at prevailing market rates in
exchange for construction of the replacement water facilities.

ONGOING ACTIVITIES

The Association is conducting a final inventory of the replacement
needs of its membership under a cooperative agreement (CA) with
Reclamation. The inventory is scheduled to be completed on March 31,
1989. The inventory data will be used by the water suppliers to
develop final designs, cost estimates, and construction specifications
for the off-farm distribution system modifications. This work will
also be accomplished under CA's with Reclamation and is scheduled to
be initiated in April 1989. CA negotiations are currently underway
with the water suppliers.

Subject to availability of funds, th~3~ acti"itias ara c~hadul~d for
completion in September 1989. Fin31 _1~2igns, c:r:st ~3t- im:lt_".s, 3nd
construction specifications for the on-farm distribution systems are
currently being prepared by Reclamation. Scheduled completion date
for the onfarm designs is August 1989.

001000

/ / -
.:-L4:.._ "- -:_ ~
