<br />" <br /> <br />'. <br /> <br />. <br /> <br />. <br /> <br />REMAINING ACTIVITIES <br /> <br />Initial studies of the replacement facilities conducted in preparation <br />for the Preconstruct ion Report failed to identify the need for <br />modifications to Project 7 Water Authority (Project 7) facilities. <br />Project 7 operates raw water storage, treatment, and interconnecting <br />distribution facilities. Subsequent studies identified the need for <br />increased raw water storage capacity at Project 7's Fairview <br />Reservoir. An O&M contract needs to be negotiated with Project 7, and <br />designs, cost estimates, and construction specifications need to <br />prepared for the reservoir enlargement. Subject to availability of <br />funds, these activities are scheduled for completion in September <br />1989. <br /> <br />PROPOSED CONSTRUCTION PROCESS <br /> <br />Reclamation is proposing a 5-year, phased construction program with an <br />ultimate goal of removing winter flows in canal systems with the <br />highest salinity contribution first. Under the proposed construction <br />process, Reclamation will fund the Association to construct the <br />on-farm facilities; Tri-County, Menoken, and Chipeta to construct the <br />off-farm distribution facilities; and Project 7 to construct the <br />Fairview Reservoir enlargement. <br /> <br />The municipalities will have the option of being directly funded by <br />Reclamation or through subcontracts with Tri-County. The method of <br />funding will be determined when impacts to the municipal distribution <br />systems have been quantified. It is anticipated that construction <br />CA's will be used to fund the water supply entities to accomplish the <br />construction program. <br /> <br />The entities will have the flexibility of either contracting for <br />construction services through third-party contracts or accomplishing <br />the construction in-house through a force account method. The <br />Association and Tri-County have the capability of effectively using a <br />force account method and have indicated .a desire to do so. <br /> <br />Reclamation will be responsible for field inspection to verify <br />payments to the entities and to insure that environmental compliance <br />commitments are met.
