TO THE MEMHERS OF THE WATER DEVELOPMENT ASSOCIATION OF SOUTHEASTERN COLORADO.

Pardon our not having reported to you for the past several months. I don't believe
we have contacted you since we mailed the brochure which set forth in short form the
U. S. Bureau of Reclamation report on aur proposed project, som~ four months ago.
We have been spending as little money as possible, for we have a ways to go.

How busy we have \leen can be best told by your making a personal call when you have
the time to Marc Williamson's office. Believe it or not the history of your organi-
zation, by means of press clippings, is contained in tuenty-three scrapbooks. Hope
that when we start construction some public spirited. c1 tizen will pay the expense
of compiling or making- photos of our scrapbooks, as ,it would make an interesting
future history. i-'Jhile on the subject, I must again give high praise to the press
and radio of the entire valley for the wonderful job of education they have done on
the project and their Wholehearted support of it. The Chapman luncheon at the Steel
Center some months back was a good example. The press table was occupied by about
fifteen and Radio Station KCSJ was kind enough to make a platter of the Secretaryl s
talk and presented it to me for our library. Marc would be glad to have you drop
in and listen to it.

We had a Directors meeting in Pueblo on Aueust 30th, which was very well attended
and also constructive. On September 4th Will. E. Yielsh, Executive Secreta:t:''Y of the
National Reqlamation Association, visited with us by appoin~nent and spent the day
with Powell, Christy, Marc and I going over and looking at certain phases of the
project. Displays under the personal supervision of Marc and his secreta~
attracted thousands of people at the Colorado St.ate Fair and the Rocky Ford Fair.

We have had many meetings up and down the valley addressed by Christy, Powell, Beise,
Williamson and myself on various occasions. Many repayment meetings with water
users have been held under the supervision of Roy Cooper, our Director from Las
Animas, and Dwight Waters of the U. S. Bureau of Reclamation in company wIth Marc.
October lOth found some of the boys from Chaffee County meeting with Powell, Marc
and I in regard to some of their perr:onal problems. Which reminds me that Ben or
his staff lull always be- glad to discuss problems peculiar to your area if you wish
to make an appointment. The answer to some problems may be UNO", and again you may
have an approach which has not been thought of and which may be feasible, so don't
hesitate to bring your ideas in.

FINANCIALLY--we have certain expenses which must be met. The farsighted Commissioners
of otero and Pueblo Counties have agreed to go along as they did for the year
closing with financial support to our organizat.ion in 1952. Other cOli.'1ties should
do the same" The Pueblo Chamber of Commerce is new raising ~7,OOO.OO for our
treasury, realizing that the future of the v;hole valley, upon which Puebloans are
so dependent, rests upon this projectJs actual start.

UNPLEASANT -- The Santa Fe liailroad refused to help us out financially, which is in
sharp contrast with t.he very .fine coop3ration which "\'18 have had from other organi-
tions interested in our fut-lire. rie have had fine SUr~pOI't from our largest Colorado
employer the Colorado Fuel & Iron Corpora-i:,j.on, from factories, mines, the Ditcl)
Associations, locally owned and naticna~ corporations, but the Santa Fe, which we
are told has given generously in other places, canlt see its way clear to help.
I DON'T LIKE IT.
