I from attending this, but we were ably <br />represented. The urgent need of sJ.pplem3ntary water supply in the Arkansas Valley <br />to be provided by the F~ing Pan-Arkaasas Project was included in the report of <br />Wm. E. Uelsh to the National Reclamatton Association Convention. <br /> <br />NOW AS TO YlHERE WE ARE -- Our report was sent from Mike Strans to Secretary Chapman <br />some weeks ago. Our Coloradoan and very good friend, Secretary of the Interior <br />transmitted the report to President Tr1.l..i'nan about three weeks ago. The report is <br />now in the hands of the Bureau of the Budget, and had Congress been in session until <br />now, we could likely have introduced the bill for authorization during the session <br />just closed. <br /> <br />Beise and I have been in Washington tWice concerning the bill and have visited 'With <br />all who have to do with its processing. Senators .Johnson and Millikin are most <br />interested in our progress, and r feel sure we yull have their 100% cooperation. <br />Congressman Chenoweth has prepared the legislative act which is ready for intro- <br />duction in the Congress in Jamnry. <br /> <br />This Bill or Act has been thoroughly studied by Clifford Stone, Beise, Beaty, Christy <br />and myself. We have asked for suggestiono and advise from the Bureau's legal staff, <br />Avery Batson and Ben Powell, along with many otilers. rie think the Bill is in about <br />as good shape as we can eJq:B ct, and certainly thank the Senators and Congressman <br />for their help. <br /> <br />We hope for Budget approval and introduction of the Bill in January, Co~nittee <br />hearings in the Spring of 1952 and authorizing legislation during the coming session. <br />Should everything break right, we coulu form a district in 1952, get appropriations <br />and start construction in 195'3.
