Wayne Keith, Chairman of my
Black Canyon Advisory Group, has agreed to chair the meeting.
Your help is essential to a final resolution.

The primary issue the needs to be resolved is the Colorado
Ute/Delta proposal to move their water rights to Blue Mesa
Reservoir, in return for certain benefits. In an effort to
address this issue directly, and thoroughly, I believe it is
necessary to get all the players together to develop mutually
agreeable legislative language as a substitute for the language
in my draft bill. Another issue of apparent concern from
comments on my draft bill, is the matter of minimum stream flow.
That should be discussed in this meeting as well. The meeting
will be limited to those two issues.

I would appreciate you joining with the other parties
directly involved in a meeting at my Grand Junction Office, Room
126 of the Federal Buildin ,4th & Rood, on Wednesda , December
t , beginning at 10:3 a.m. P ease contact Jim Hus a 0-
1736) to confirm receipt of this letter and your attendance.

With best wishes for a productive meeting, I am
Sincerely yours,
~~ Strang

Member of Congress

MLS :jh
