The primary issue resulting <br />from the comments is the Colorado Ute/Delta water right matter, and <br />questions about minimum stream flows associated with the wild river <br />proposal. <br /> <br />I personally discussed the Colorado Ute/Delta draft language and <br />my draft language with Cliff Barrett, Acting Commissioner of the <br />Bureau of Reclamation, and Colorado Ute Officials. I asked them to <br />get together and see if some preliminary compromise language could be <br />worked out, to be substituted for my draft language, that would <br />recognize the need to comply with Colorado Water law and processes, <br />and embrace the concept of the ability of Colorado Ute and Delta to <br />move their water rights to Blue Mesa Reservoir. It is a more complex <br />issue than might be expected. However, the initial discussions have <br />been positive. <br /> <br />In an effort to continue moving the process along, I have asked <br />all the principals involved, Colorado Ute, Delta, the State Water <br />Conservation Board, the State Engineer, the Colorado River Water <br />Conservation District, the Bureau of Reclamation, the Western Area <br />Power Administration, environmental representatives, and my staff, to <br />get together as a group, with the goal of developing mutually <br />acceptable compromise language to substitute for my draft language. <br /> <br />The First Session of the 99th Congress now has a target <br />adjournment date of December 15th. If legislation is to be introduced, <br />with hope of consideration early next year, it should be done before <br />adj ournmen t. <br />
