<br />~ <br />! <br />/ <br />. <br /> <br />I . <br /> <br />I~~O~~ <br />~..~~'..f <br /> <br />. <br /> <br />. <br /> <br />-2- <br /> <br />My hope is all the principals involved in the water right issues <br />will be flexible in an effort to reach a compromise. Frankly, without <br />general agreement on this matter, I would have to give serious <br />consideration to not proceeding with a legislative proposal for the <br />Black Canyon of the Gunnison National Park Complex. I would be hard <br />pressed to introduce legislation that would be subject to opposition <br />by several different factions. Given the obvious high degree of <br />public support voiced during the Advisory Group public meetings, and <br />in letters I have received, that would be unfortunate. <br /> <br />I hope the meeting of the principals will be productive and <br />result in an alternative that will allow me to proceed soon with <br />legislation. <br /> <br />Enclosed is a revised Discussion Draft of the bill. This draft <br />essentially reflects format and other changes suggested by the House <br />Office of Legislative Counsel, as well as other modifications. The <br />previous draft bill should be discarded. Also enclosed is a new <br />map, without change, except for the title of the proposal. <br />
