HOW MUCH ADDITIONAL WATER STORAGE ~IUST THE CITY HAVE IN <br />ORDER TO MEET THE NEEDS OF DURANGO AND THE OUTLYING DIS- <br />TRICTS IT SERVES OVER THE LONG-RANGE FUTURE? <br /> <br />Storage for the long-range "future" fifty years which is <br />the pay-out period on the Animas-La Plata Project has <br />to be the 8200 acre feet which is allocated to the City <br />of Durango by the proposed Animas-La Plata Project. The <br />City Water Commission studied the long-range needs for <br />the City of Durango with the Bureau of Reclamation and <br />the City Engineer's office for approximately one year. <br />During that period of time the original estimated needs <br />were 17,900 acre feet which was eventually scaled down <br />to the present allocation of 8200 acre feet. The 8200 <br />acre feet presumes 275 gallons per person for the City <br />of Durango and 175 gallons per person for the rural area <br />and would serve a population of 49,000 people. The figures <br />include consideration of continued use of all the City of <br />Durango's Florida water, as well as 16.78 cubic second feet <br />of the direct flow right out of the Animas River to be used <br />primarily for irrigation purposes. <br /> <br />2. WHICH OF OUR POSSIBLE STORAGE OPTIONS ARE IN FACT TECHNIC- <br />ALLY FEASIBLE AND WHICH ARE NOT? <br /> <br />The Animas-La Plata Advisory Team, which was in existence <br />and operational over a three year period of time and in- <br />cluded representatives from the cities of Durango, Aztec, <br />Farmington, Bloomfield, as well as representatives of both <br />Ute tribes, the agricultural interests, and the San Juan <br />Ecological Society, and a Sierra Club representative, <br />studied alternative plans and sites for facilities of the <br />Animas-La Plata Project. During this period of time the <br />Animas-La Plata Advisory Team included three members of <br />the Durango City Water Commission, Mr. Fred Kroeger, Mr. <br />Frank Toomey and Mr. Al Murdock, and the City Engineer. <br /> <br />Detailed evaluation of alternatives are available in the <br />City Engineer's office and can be reviewed by the City <br />Council members at their convenience. <br /> <br />Under Bureau of Reclamation law and the principles and <br />standards set forth by the Water Resource Council, the <br />Bureau in considering alternative plans for any feature <br />of the Animas-La Plata Project must determine the most <br />feasible alternative, Thus, the Animas-La Plata Project <br />must develop a municipal water supply under the most cost <br />effective plan, giving consideration to other water rights <br />and environmental concerns. <br />
