WHICH OF THE FEASIBLE STORAGE OPTIONS ARE MOST COST EFFEC- <br />TIVE IN TERMS OF CONSTRUCTION INVESTMENT AND LONGTERM OP- <br />ERATION AND ~~INTENANCE? WHICH WOULD REQUIRE NEW TREATMENT <br />FACILITIES AND DELIVERY SYSTEMS AND WHICH WOULD NOT? WHAT <br />WOULD THE COST OF SUCH TREATMENT AND DELIVERY SYSTEMS BE <br />IF REQUIRED? <br /> <br />The capacity of Durango's filtration plant has now been <br />reached and any new facilities for additional water treat- <br />ment and water supply will require construction of addi- <br />tional water treatment facilities and water delivery systems. <br />Construction costs of a treatment system has not been <br />determined, however, in either ev~nt whether it was with <br />or without the Animas-La Plata Project, the costs would <br />be essentially the same. Essential costs for a treatment <br />facility can be phased in as needed in order to meet the <br />demands for water over a period of years. <br /> <br />In the judgment of the City Water Commission, the alterna- <br />tives for the City of Durango have been adequately addres- <br />sed as indicated by the attached material. Additional <br />studies at this time, particularly on a feasibility level, <br />would require a great deal of time and money and could be <br />damaging to the best interests of the citizens of the City <br />of Durango. <br /> <br />4. ARE DURANGO'S WATER RIGHTS SUFFICIENT TO MEET LONGTERM <br />NEEDS? <br /> <br />Durango direct flow rights may be sufficient to meet long- <br />term needs if you assume the following: <br /> <br />a. Animas River water supply will always be adequate in <br />terms of quantity and quality. <br /> <br />b. New Mexico and Colorado senior water rights do not call <br />the river. Durango can only be assured of adequate, <br />long-range, dependable water supplies, if the city has <br />storage on demand. Without storage, Durango's direct <br />flow water rights will not meet the present and future <br />needs of the citizens of Durango. Storage must be ac- <br />complished in the early runoff season of each year of <br />a sufficient quantity of water to carry Durango's needs <br />to the balance of the summer. <br /> <br />c. It is reasonable to assume that without the Animas-La <br />Plata Project there will be a call on the Animas River <br />from the senior New Mexico rights, from the senior <br />Colorado rights, and from the water rights which may be <br />obtained by the Southern Ute Indian Tribe.
