)

.

RECORD OF DECISION

!~,
~

Secretary of Agriculture

Cache la Poudre ~ild and Scenic River Study Report and Final
Environmental Impact Statement and Addendum Report; Larimer
County, Colorado.

Based on the analysis documented in the Study Report and Final
Environmental Impact Statement and the associated Addendum Report for
the Cache la poudre Wild and Scenic River, it is my decision to
recommend for Inclusion in the National Wild and Scenic Rivers System 62
miles of the Cache la Poudre River system in Colorado as shown in
Alternative F.

The study of the Cache la Poudre River found that the entire 83-mile
study river system meets the criteria for inclusion in the National Wild
and Scenic Rivers System. Of this total, 62 miles are recommended for
designation. This includes 41 of the 62 miles of the main stem from the
Roosevelt National Forest boundary to the source at Poudre Lake, and the
entire 21-mile length of the South Fork with the exception of 1.3 miles
near the Rockwell Dam site.

The proposal for designation of the Cache la Poudre River has no
apparent conflicts with the programs of other Federal agencies. The
18,240 acres within the river corridor recommended for designation
include 12,640 acres of the Roosevelt National Forest, 4,120 acres of
the Rocky Mountain National. Park, 520 acres owned by the State of
Colorado, 400 acres owned by the City of Fort Collins, and 560 acres of
private lands.

Designation to the National System would require an estimated $500,000
for development costs, $63,000 for easements and rights-of-way, and
$722,000 for operation and maintenance of facilities. No land
acquisition is anticipated.

This recommendation is based on the Study and Report as directed by the
Wild and Scenic Rivers Act (82 Stat. 906 as amended; 16 U.S.C.
1271-1287). The detailed study of the river was conducted by the Forest
Service in cooperation with other Federal agencies. The Final
Environmental Impact Statement and Study Report has been through the
90-day review required by Section 4(b) of the Wild and Scenic Rivers Act
and the public review required by Section 102 of the National
Environmental Policy Act of 1969. The comments received during the
review are a part of the Report. The Addendum updates the Final
Environmental Impact Statement and Study Report and provides analysis
not available when the FEIS and Study Report were printed.

0835

\
