Ft'rry in Arizona. <br /> <br />Robi1lon was the Deputy Director of <br />thE' Bureau of LRnd Management <br />mLM) at its Washington, DC <br /> <br />headquarters. Previous to that. <br />from 1981 to 1987. he was the Utah <br />State Director of BLM. In addition <br />to his BLM experiences, he ser....ed <br />from 1976 to 1981 as the <br />Department of the Interior (DOD <br />Assistant Regional Solicitor in Salt <br />Lake City, providing legal advice to <br />DOl agencies. He also served 08 <br />Associate Solicitor for DOl in <br />Washington. <br /> <br />From 1974 to 1976, Robison was the <br />Deputy Assistant SecretalY, Land <br />and Water, 001. There he wa."! <br />responsible for developing and <br />implementing policies related to <br />water and land management issues, <br /> <br />Robison is a graduate of Weber <br />State College, Brigham Young <br />Uni....ersity. and the University of <br />Utah School of Law. He is admitted <br />to practice law in the state of Utah. <br />He has also received the DOl's <br />Mel"itorious Service Award and the <br />Distinguished Service Award, the <br />highe!lt honor given by the <br />Department of the Interior. <br /> <br />An ElS for the Grand <br />Canyon <br /> <br />On July 27. 1989. Secretary of the <br />Interior Manuel Lujan. announced <br />that he is dirt"<:ting the Bureau of <br />Reclamation to initiate an <br />Environmental Impact Statement/ <br />National Environmental Policy Act <br />(EIS/NEPA) process for the <br />operation of Glen Canyon Dam. <br />This decision came after many <br />meetings with the Colorado River <br />basin states, power interests, <br />congressional committees. and <br />interestt"d citizens. It W8.5 not an <br />easy decision, but one that offers a <br />PI"oceSS for taking information and <br /> <br />formulating a decision based on <br />data and information. <br />Two questions that many have been <br />asking are: (1) How will the Glen <br />Canyon Environmental Studies <br />(GCES) progl'am fit into the EIS <br />program, and (2) lIow long is it <br />going to take to complete? The first <br />question is relatively easy to <br />allswel". 1be GeES program will <br />continue as the technical study <br />eITort needed to collect and analyze <br />the data nece!:l!:lary to assess the <br />impacts of Glen Canyon Dam. 'nle <br />EIS pl'Ocess will be built aruund the <br />oll-guing efforts. The second <br />question of overall GeES/EIS <br />timing is a bit hardt!J'toallswer.1l1e <br />NEPA process requires that specific <br />protocol and procedure be folluwed. <br />However. a great deul of eITOl't will <br />be !:Ipent to ensure that all concerns <br />and details are included, It is no <br />understatement that the GCES/EIR <br />will be Olle of the huger and more <br />important NEPA processes that has <br />been initiated in the Colorado Rivet" <br />Basin. It is important that a <br />thorough and concise mAnagement <br />and process plan be developed prior <br />to initiating any action. <br />We anticipate that o....er the next <br />several months, we will be <br />developing the GeES/EIS process <br />that will address activities and <br />technical ,'equirements of the <br />program. The GCES technical <br />program will continue relath'ely <br />unaITectt>d during this time, As the <br />program is assembled. you will be <br />informed. We anticipate that the <br />proper forum for discllllsion will be <br />through our existing public <br />information eITorts and through the <br />technical meetings.
