Meeting--Staff Response to Board's September Oirective

Introduction

At its September meeting, the Board directed the staff to:

(1) Examine the potentiai for reformulating and providing"./'
at least partial state financing for the West Divide, San Miguel,
and Grand Mesa projects;

( 2)
financing
project;

Review the proposal to provide 100 percent state
for a scaled-down version of the Fruitland Mesa

(3) Examine the possibility of providlng front-end
cost-sharing for the Narrows and Animas-La Plata projects;

(4) Recommend a program to provide funding for the repair
and rehabilitation of projects which have dam safety problems;
and

(5) Review existing state financing mechanlsms and the
constraints thereon, particularly insofar as grants are
concerned.

Agenda itmes 7, 8, and 10b constitute the staff's inltial
response to thls directive. In addition, agenda ltem 7 covers
the proposed projects which have come through the regular
procedures of the construction fund program.

Summary

The staff's initial response to the Board's directive may be
summarized as follows:

(1) After consulting with the Colorado River Water
Conservation Dlstrict and the West Divide Water Conservancy
Oistrlct about the West Divide project, it was concluded that the
