The benefits <br />accruing 'to land treatment measures are $134 and to structural <br />measures $6,204. <br /> <br />The annual net primary agricultural water management benefits, <br />including savings on operation and maintenance accruing to this <br />project total $40,480 (Table 6). They will result from the in- <br />stallation of a combination of structural and land treatment measures <br />. on privately-owned agricultural lands and a greatly reduced risk of <br />interruption of irrigation services. Total primary project benefits <br />are $46,684. <br /> <br />Secondary henefits arising from the flood prevention benefits of <br />the two floodwater-retarding structures are estimated at $604 annually. <br />Secondary benefits arising from the agricultural water management <br />phase of the project are estimated at $6,155 annually. These benefits <br />accrue from increased income to processors of agricultural products, <br />to business establishments, to the local trade area, and to individuals <br />other than direct identifiable beneficiaries. Total secondary benefits <br />are $6,759. Total primary and secondary project benefits are $53,443. <br /> <br />Other' benefits of an intangible nature and not evaluated include <br />stabilization of ground water flows and reduction of seepage and <br />subsequent land deterioration. <br /> <br />COMPARISON OF BENEFITS AND COSTS <br /> <br />The total estimated installation cost for the two floodwater- <br />retarding structures and the rehabilitation of the main canal system <br />is $302,962. Amortized over a 50-year period at 3 1/8 percent, this <br />is an annual equivalent cost of $12,055. The average annual cost of <br />operation and maintenance and replacement is estimated at $10,048, <br />including $4,200 for servicing the canal system. The total average <br />annual cost of the project is $22,103. <br /> <br />When structural measures are installed and operating at full <br />efjectiveness, the estimated average annual primary net benefits <br />accruing to floodwater protection and agricultural water management <br />will be $46,684. The ratio of the average annual primary benefits <br />to costs is 2.1 to 1.0. Including secondary benefits of $6,759 <br />annually, the total estimated average annual benefits are $53,443. <br />The ratio of average annual benefits to costs is 2.4 to 1.0. <br />(Table 6) <br />
