<br />~ <br />If') <br />to <br />.-j <br /> <br />BUREAU OF lAND MANAGEMENT <br /> <br />(3) <br /> <br />The proposed Crookton Canal could produce a beneficial im- <br />pact on the recreation and wildlife programs on both BLM <br />and Forest Service lands south of the canal if the Bureau <br />of Reclamation: (1) built the canal access road on the <br />south side of the canal and to standards and specifications <br />adequate to accommodate vehicles for public land management <br />purposes, and general public use; (2) provided legal public <br />access along the entire length of the canal maintenance <br />road; (3) provided access, through construction of off- <br />ramps, from the canal maintenance road onto all or some of <br />those roads (whether on BLM or private lands) leading south <br />from the canal; (4) provided access across the canal for <br />certain "key" existing roads intercepted by the canal <br />(whether on BLM or private lands). <br /> <br />Survey Needs <br /> <br />Considerable surveying will be required to identify and mon- <br />ument the aliQuot parts because of the large number of par- <br />cels involved, especially since some of the lands affected <br />are within irregular lots of the public land surveys. On <br />such lands, BLM cannot transfer title to a portion of a lot <br />without preparation of a new survey plat. In addition, if <br />lands subject to withdrawal and patent cannot be properly <br />identified from existing maps, photos, etc., a cadastral <br />field survey will be necessary. The estimated cost of a <br />cadastral field survey is $1,200 per section. <br /> <br />If the Bureau of Reclamation provides sufficient descrip- <br />tions of the lands to be withdrawn, field surveys and sup- <br />plemental plat requirements could be identified by BLM and <br />scheduled in FY 1974. Completion could be programmed for <br />within two to four years. <br /> <br />Since the Bureau of Reclamation is llilable to appropriate <br />water for non-deeded lands, this schedule of cadastral sur- <br />veying may be a limiting factor preventing timely comple- <br />tion of the project. If this is the case, the Bureau of <br />Reclamation should identify the problem immediately and <br />provide reimbursable fUnds to have the cadastral needs <br />scheduled sooner, if possible. <br /> <br />Construetion of the canal and service road may obliterate <br />cadastral survey corners, especially in secs. 21, 28, and <br />29, T. 48 N., R. 4 E., N.M.P.M. This situation would have <br />to be inventoried by BLM district personnel prior to con- <br />struction, and plans made to install reference monuments. <br /> <br />61 <br />
