It seems to me that given proper <br /> <br /> <br />consideration, the great advantage to the pumper is that it lets him <br /> <br /> <br />establish a priority date and the system should be so designed that if he <br /> <br /> <br />sincerely and truly believes that he is not affecting surface users, he may <br /> <br /> <br />exonerate his pump without expending great sums of money. This latter <br /> <br />wul be the difficulty as any proceedings will take time and be costly. <br />
