The complications and expense involved in metering, <br /> <br />accounting and billing such power do not seem warranted and there- <br /> <br />fore as a step toward simplification of procedure no charge shall <br /> <br />be made against the United States for such power. The energy <br /> <br />used in such service shall be considered as part of the station <br /> <br />losses and shall not be conSidered in the determination of firm <br /> <br />and secondary energy in connection with the fixing of rates and <br /> <br />charges. <br /> <br />Use of ]}):lits Otherwise Than in Regular Assignmm t. <br /> <br />In the event any allottee desires at any time to make use <br /> <br />of equipment upon which some other allottee is obligated to <br /> <br />carry the charges, the ust? the reof and the charges therefor <br /> <br />shall be the subject of such mutual agreement as may be decided <br /> <br />upon B.t the time by the parties affected. <br /> <br />4.
