Damages to Metropolitan Because <br />of Partial Compensation Under <br />the Fillinq Criteria <br /> <br />Principle 5 of the Filling Criteria provides a <br /> <br />formula for determining deficiency in firm energy generation at <br /> <br />Hoover powerplant which utilizes an effi.ciency of 83 percent for <br /> <br />Hoover powerplant, rather than its actual efficiency, which is <br /> <br />substantially less. In addition, the effects of evaporation <br /> <br />(approximately 500,000 acre-feet per year) from the surface <br /> <br />of the Colorado River Storage Project reservoirs is excluded from <br /> <br />the determination. Therefore, the Hoover power contractors are only <br /> <br />partially compensated for the defiCiency in firm energy generation <br /> <br />at Hoover Dam, Assuming that defined Hoover contract firm energy <br /> <br />would have been generated at Hoover powerplant if the Colorado River <br /> <br />Storage Project reservoirs had not been built, which Metropolitan <br /> <br />considers a reasonable assumption, the total of such uncompensated <br /> <br />energy loss by Metropolitan since the commencement of operation <br /> <br />under the Filling Criteria through the 1968-69 Hoover operating year, <br /> <br />is approximately 892 million kilowatt-hours. Thi.s amount consists <br /> <br />of the sum of the annual differences between Metropolitan's share <br /> <br />(35.25178) of defined Hoover contract firm energy and the respective <br /> <br />-28- <br />
