<br />silt which could seal and
<br />strengthen the sides of the
<br />gorge," he says, "Most erosion of
<br />sandstone occurs when it's dry,
<br />or by the dynamic of debris and
<br />rushing water. Engineers and
<br />geologists I talk to agree there's
<br />no chance Rainbow Bridge will
<br />be damaged by the lake."
<br />He concedes that fluctuating
<br />water levels caused by seasonal
<br />storage changes would leave a
<br />white "bathtub ring" at the high~
<br />water mark along the gorge
<br />walls, just as it has along canyon
<br />walls and buttes throughout
<br />
<br />Lake Powell. Then he asks:
<br />"Would that alone justify cur-
<br />tailing the huge project on which
<br />the growth of the West
<br />depends?"
<br />The importance 9f protecting
<br />such a unique natural wonder as
<br />Rainbow Bridge cannot be
<br />downgraded. The presidential
<br />proclamation 61 years ago and
<br />the enabling legislation of 1956
<br />voiced the nation's concern that
<br />Rainbow Bridge never be im~
<br />paired.
<br />If the federal case comes to
<br />trial~and some court observers
<br />feel it will because of a change
<br />in "legal atmosphere" since the
<br />1963 dismissal-what constitutes
<br />impairment of a national monu-
<br />ment will be a key issue. .
