<br />and provisions of the Enabling Act by whioh the State of Colorado was ad-
<br />mitted to membership in the Union; and

<br />251), Seotion 8 of the Reclamation Aot of 1902, and of Seotion I, Pub1io
<br />Law 534, Chapter 665, 78th Congress, 2nd Sessi on. commonly referred to aB
<br />the 0'Mahoney-Mi11ikin Amendments. as well as by other Congressional Aots
<br />and numerous interstate aampactB approved by the Congress; now, therefore,
