<br />MEMORIALIZING THE CONGRESS OF THE UNITED STATES TO OPPOSE PENDING LEGISLATION
<br />FOH THE. CREATION OF REGIONAL AUTHORITIES.

<br />WHEREAS, There has been introduced and is now vending in the Congress of
<br />the United States, S. 555 by Senator Murray of Montana, for the purpose of
<br />oreating a federal corporation to be known as "The .tviissouri Valley Authority",
<br />and another bill in the House of Representatives of the United States by
<br />Representative Rankin, H. R. 1824, for the purpose of creating nine regional
<br />Authorities oovering the entire United States; and it appearing that the
<br />North Platte and South Platte river basins within the State of Colorado are
<br />inoluded in the region under the proposed Missouri Valley Authority, and the
<br />entire State would be inoluded in three regions under these separate Author-
<br />ities by the provisions of H. R. 1824 {The Rankin Bill), and

<br />WHEREAS, There have been construoted within the State of Colorado. in
<br />oooperation with the State and its politioal sub-divisions and with full
<br />reoognition of the sovereign rights of the State, water improvement projeots
<br />for domestic, munioipal, irribation, industrial, hydro-eleotrio generation
<br />and flood oontrol by private enterprise and by existing federal agenoies
<br />fully responsible to the Congress, the states and the people benefited; and
<br />further water project developments are in oourse of oonstruotion or are being
<br />planned by private enterprise and by t~ese existing federal agenoies for use
<br />in Colorado in oooperation with the State, its politioal sub,.divisions and
<br />oitizens; and the oreation of new federal agenoies. suoh as regional Author-
<br />ities, is unneoessary and would operate adversely to the interests of the
<br />oitiz.ens of the State for the reasons hereinafter set out; and

<br />1. The creation of a federal corporation clothed with the power of
<br />Govermnent and granted an immunity for its acts adverse to the best interests
<br />of the people of the State of Colorado.

<br />and development of the water resources of the State; and suoh federal oontrol
<br />would be imposed allegedly to promote interstate ocmmeroe and the general
<br />welfare as a basis of federal jurisdiotion in opposition to the provisions
