<br />I <br /> <br />I <br /> <br />o <br />o <br />N <br />N <br />to <br />CiJ Those involved in Red River Compact negotiations should <br />make great~r effort to resolve their differences. <br /> <br />I <br /> <br />I <br /> <br />State legislation to allow allocation and management of over- <br />taxed groundwater resources should be enacted. <br /> <br />I <br /> <br />Existing water quality monitoring programs should be expanded <br />to include sediment and pesticide loads as well as increase the <br />number of sampling stations. <br /> <br />I <br /> <br />The Soil Conservation Service's Soil Survey Program should <br />be expedited. <br /> <br />I <br /> <br />Comprehensive studies should be initiated to determine feasible <br />sources and costs to provide M & I water for those locations that <br />are either already experiencing or are projected to encounter shortages <br />in the near future. <br /> <br />I <br /> <br />Develop state-wide plans which correlates all flood control projects <br />either existing or proposed in relation to total need for protection <br />of wetlands. <br /> <br />I <br /> <br />I <br /> <br />Incorporate into the state water plans a designation of those <br />rivers that should be protected from development as natural and scenic <br />rivers. <br /> <br />I <br /> <br />A detailed study of water export into arid portions of the country <br />should be begun. <br /> <br />I <br /> <br />COLORADO <br /> <br />I <br /> <br />The Arkansas River Basin is experiencing all the problems associ- <br />ated with increased growth occurring in an area of limited water supplies. <br />Basically, the problem or critical issue facing the Arkansas River Basin <br />is the lack of dependable, high quality water to meet increasing munici- <br />pal and industrial requirements without adversely affecting the agricul- <br />tural economy of the region. In addition, the Basin has many other <br />significant water and related land resources problems, including water <br />quality, flooding, erosion and sedimentation, and shortage of water- <br />based recreation opportunities in the plains area. Most of the above <br />and other related problems have been created principally by the grow- <br />ing popularity of the area for development of new homes, businesses, and <br />industries. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />The Arkansas River Basin in Colorado (ASA 1102) is currently exper- <br />iencing severe water and related land use problems, and because of con- <br />tinuing growth, these problems will continue to intensify.
