Louisiana considers the <br />restudy of importation of Missis.ippi River water to the High Plains <br />Region a waste of time and money. The money authorized under Public <br />Law 94-587 should be spent in studying other alternatives to increas- <br />ing the water supply of the Region. <br /> <br />NEED FOR LEVEL B STUDIES <br /> <br />This is a principal function of the Assessment, to determine <br />where Level B planning should be done to develop recommendations <br />and conclusions relating to solving severe problems. <br /> <br />The Arkansas-White-Red Basin Inter-Agency Committee has concluded <br />that Level B studies in the AWR Region are not recommended at this time. <br /> <br />SPECIFIC CONCLUSIONS AND RECOMMENDATIONS <br /> <br />ARKANSAS <br /> <br />Expand the USGS groundwater program so that a more useable inven- <br />tory of water resources, including quality, can be produced. The Ozarks <br />region of the state is in particular need of this work. <br /> <br />Funds available for cost sharing with local entities on water <br />supply construction should be increased on the Federal and State levels. <br /> <br />Negotiations on the creation of an interstate compact between <br />Missouri and Arkansas should begin as soon as Missouri gives authority <br />to enter such negotiations to some agency. <br /> <br />P. L. 566 watershed program should be continued and expanded. <br /> <br />State legislation to allow interbasin water transfer in Arkansas <br />has been proposed and should be passed. <br /> <br />Bederal legislation should be enacted which would allow realloca- <br />tion of storage in Corps of Engineers lakes. This would enable storage <br />to be allocated to municipal and industrial uses as well as wildlife <br />protec tion. <br /> <br />Flood plain information studies should be expedited and the Flood <br />Insurance Program should be enhanced. <br /> <br />Funds available to local entities for cost sharing on urban drainage <br />and flood control should be increased and divided more equitably. <br /> <br />13 <br />
