<br />TRIBAL DECISION-MAKING <br /> <br />The members of the Ute Tribes have never voted on or approved the <br />ALP. SUGO is contacting the family heads of the Southern Ute Indian <br />Tribe to gather signatures for a referendum to require a six-month <br />education process. At the end of this period, we as a people, will decide <br />(by referendum vote) what we think is best for us and our children, the <br />ALP or an alternative. <br /> <br />The education process will inform all Tribal members about the pros <br />and cons of the ALP and all realistic alternatives that can be identified. <br />We hope to have available the feasibility study called for here as a <br />description of one such alternative. <br /> <br />UTE PERSPECTIVE ON WATER <br /> <br />Ute people are not serious farmers -- we love water in the river. Part of <br />the problem is that many non-Indians do not share our regard for living <br />rivers. The Ute people want greater control over the most important <br />rivers that cross their lands. Given the chance, we'll take care of those <br />rivers. The rivers we are talking about are the San Juan, Piedra, Florida, <br />Pine, La Plata, and Animas Rivers. We will work for in-stream flows <br />and enhancement opportunities on all of these Ute legacy Rivers. <br /> <br />Look at the enclosed maps. They tell the story of what has been taken <br />from the Ute people. Once we were given the whole western half of <br />Colorado, with all of its rivers. That was our birth right. We were <br />driven onto a postage stamp, that was subsequently carved up like a <br />turkey. The failure of the ALP affords an opportunity for Ute people to <br />stand up and fight for our future. <br /> <br />6 <br />
