Benefits could begin flowing to Utes from the date the fund is <br />established. The Tribes would not be left waiting and wondering if <br />ALP I & II will ever be built. <br /> <br />BENEFITS TO STATE AND FEDERAL TAXP AYERS <br /> <br />The outstanding obligations of the State of Colorado and the federal <br />government to the Ute people will be finally resolved for substantially <br />less money and at far less cost to the environment. <br /> <br />IMPACTS TO NON-INDIANS <br /> <br />There shouldn't be any! All acquisitions by The Ute Legacy fund would <br />be on a willing seller basis. Purchases by the fund would be on standard <br />commercial terms, which require compensation to other water right <br />holder~ who can demonstrate they are adversely effected. <br /> <br />Enlargement of existing storage facilities or conservation projects that <br />would increase the pool of water resources available in the region are <br />not inconsistent with this proposal. Through the fund, the Tribes could <br />participate in such projects that offered attractive benefits. However, <br />any such project should rise or fall on its own merits, and advance <br />politically and/or otherwise on its own horsepower. <br /> <br />5 <br />
