,

.

.

July 28, 1993
Page 2

Now is not the appropriate time to have new faces and new voices
before the Compact Administration. I hope that you can persuade
both of these men to serve one more term in this capacity.

I write this letter recognizing that both Mr. Rogers and Mr.
Genova and have served for an extended period of time; however,
Dennis and I have relied heavily on them to explain the
intricacies of Colorado's defense to their neighbors and to
encourage their respective water user organizations to forestall
intra-Colorado disputes during the pendency of the litigation.
It has baen due, in no small part, to their success in that
endeavor that we have stood as a state united throughout the
course of this litigation. Although I support mobility in policy
positions and think that broadly-based and diverse participation
in government makes it better for all of us, I think that in this
instance we are better off if Carl and Jim were reappointed for
one more term. After that term, decisions could be made
depending upon their wishes and yours.

Thank you for your consideration of my thoughts.

DWR:ncr

cc: Ken Salazar
Chuck Lile
Carl Genova
Jim Rogers
Hal Simpson

(287)
