Metropolitan Water Supply Investigations - Phase II Plan of Study 8/16/94 5:04 PM Page 3 B, Project Objectives Pursuant to the authorization for funding of the Project by the Colorado General Assembly and the Governor's Executive Order establishing the Front Range Water Forum, the primary objective of this study is to identify and support cooperative solutions to Denver metro area water supply problems. The key to achieving this goal is the involvement of the TAC with its charge to foster collaborative efforts among water users and to take advantage of existing areas of information and expertise, In April of 1994, the TAC held a two-day retreat intended to enhance working relationships between members, develop ground rules and a mission statement for continued work, and define an organizational structure that would promote timely completion of scoping. The T AC initially agreed to focus the Project's efforts on four categories of water supply options: Conjunctive Use; Effluent Management; Interruptible Supply; and Systems Integration. Four work groups were established to develop scopes of work and to oversee the efforts of the consulting team in carrying out the necessary investigations. Following the retreat, the work groups each held several meetings and developed scopes of work for Phase II of the Project which are summarized below. 1. Conjunctive Use Conjunctive use is the coordinated use of surface and ground water in such a way that a more efficient use of each resource is achieved than could be attained by separate and independent use. For the purpose of this investigation, conjunctive use has three water supply components: 1) surface water supplies from various sources, 2) ground water in the Denver Basin bedrock aquifers north of the Palmer Divide, and 3) ground water in the South Platte alluvial aquifers. The Phase II scope of work for the conjunctive use investigations will: 1) review background information on components and issues of conjunctive use of surface water with Denver Basin ground water and with the South Platte alluvial aquifers; 2) initially identify conceptual conjunctive use plans; and 3) provide design criteria and economic analysis of the conceptual plans. 2. Effluent Management The purpose of this investigation is to develop conceptual effluent management plans which focus on increasing regional water supplies while complementing (or at least not interfering with) water quality efforts of the Metro Wastewater Reclamation District and others.
