Metropolitan Water Supply Investigations - Phase II Plan of Study
8/16/94 5:04 PM

Page 28

Environmental: Generally speaking, what are the local and regional
environmental effects of such arrangements? Are there potential endangered
species issues?

b) Jtpproach

Compile ownership, supply and use data from SEO (water rights tabulations,
diversion records, straight line diagrams), USGS (county. level compilations),
NCWCD (base supply), Colorado Department of Agriculture (irrigated crop
acreages), CWCB/CWRPDA (basin studies), individual sub-basin water users
(ownership issues). Present compiled monthly data in terms of average, l-in-
10 dry year and l-in-50 dry year supplies, disaggregated by tributary sub-
basin and gross sub-basin location (with respect to major return flow points).

Conduct a literature review with respect to policy, institutional, operational,
socioeconomic, environmental issues. Review and summarize the following
sources/author: Young, Michelson, Clark, Pinnes, Hamilton/Whittlesley,
Howe, MacDonnell, Quinn (MWD), CUW A. Categorize issues identified-by
above mentioned categories as well as solutions posed.

Develop three generic examples with respect to interruptible supply
arrangements with agriculture: ditch company using direct flow rights only, a
storage-dominated system, a combined direct flow-storage system,

Meet or discuss with a selection of cities, agricultural users, researchers and
State water rights administration officials to discuss issues and document
issues raised.

c) Outpul

A tabulation of gross supply potential by tributary sub-basin: South Platte
above Chatfield, Bear Creek, Cherry Creek, Clear Creek, South Platte
between Chatfield and Metro, South Platte between Metro and Big Thompson,
Boulder Creek, St. Vrain/Left Hand Creek, Big Thompson, Cache La Poudre,
Arkansas, West Slope (callable).

Three schematically illustrated hypothetical examples with narrative discussion
of factual setting, description of the interruptible arrangement and discussion
of results/impacts,

A task memo repon.

d) Sub-Task Leader: Lee Rozaklis
