The municipal use can be upstream of Barr Lake by depletion against the Companies' priorities, or downstream of Barr by allowing the Companies' water to flow past the Burlington headworks. Municipal use water can also be drawn from Barr Lake itself, if it is used as a terminal storage reservoir. Accounting methods presently available can track the Companies' water used, depleted or diverted in alternate locations. The Companies can track their water during the winter, allowing other entities to store, use or deplete against the Companies' priorities. Examples of Municipal Use Delayed payback of depletions against the Companies' rights improves municipal supplies in the Plum Creek and upper Cherry Creek basins. Presently, the municipalities relying on non- tributary ground water cannot effectively reclaim their re-useable return flows due to a lack of storage. These excess return flows can be utilized as pre-payment (or post-payment) for alluvial depletions against the Companies' rights. Upstream users can achieve more efficient use of their water resources, in a manner that is made possible by utilization of the Barr system. 8
