Payback to the Companies' shareholders during a dry year will be minimal <br /> <br /> <br />because the shareholders will only be entitled to their historic volumes (one acre <br /> <br /> <br />foot per share in water year 1955). Utilization of the Beebe Draw alluvium <br /> <br /> <br />would make this repayment almost inconsequential. <br /> <br />The Companies' rights can be utilized through a combination of diversion, use, storage in <br />upstream reservoirs, or depletion against the Companies' rights by alluvial pumping. The <br />municipal use can be upstream of Barr Lake by depletion against the Companies' priorities, or <br />downstream of Barr by allowing the Companies' water to flow past the Burlington headworks. <br />Municipal use water can also be drawn from Barr Lake itself, if it is used as a terminal storage <br />reservoir. Accounting methods presently available can track the Companies' water used, <br />depleted or diverted in alternate locations. The Companies can track their water during the <br />winter, allowing other entities to store, use or deplete against the Companies' priorities. <br /> <br />Examples of Municipal Use <br /> <br />Delayed payback of depletions against the Companies' rights improves municipal supplies in <br />the Plum Creek and upper Cherry Creek basins. Presently, the municipalities relying on non- <br />tributary ground water cannot effectively reclaim their re-useable return flows due to a lack of <br />storage. These excess return flows can be utilized as pre-payment (or post-payment) for <br />alluvial depletions against the Companies' rights. Upstream users can achieve more efficient <br />use of their water resources, in a manner that is made possible by utilization of the Barr <br />system. <br /> <br />8 <br />
